February Winter Weather 2021

The February Winter Weather 2021 affected the entire state of Texas with snow, and freezing temperatures. Cascading effects included widespread power outages which caused issues with lift stations, pumps, and resulted in boil water notices for all Southeast Texas and most of the State of Texas.

Operation Blindside

The 2019 RHPC CMOC Functional Exercise, named Operation Blindside was a multiple-agency, multiple-site event designed to exercise and assess the capability of the coalition region to respond in a coordinated effort to a region wide coordinated attack. The Exercise provided the opportunity to exercise and evaluate the implementation of doctrine and policies provided in existing plans.

The Texas Soaker Full Scale Exercise (FSE) was a multiple-agency, region-wide event designed to exercise and assess the capability of the coalition’s Long Term Care and Special Population group to respond in a coordinated effort facing a significant weather event within RHPC.

Operation Crazy Train

The 2018 Regional Healthcare Preparedness Coalition (RHPC) Catastrophic Medical Operations Center (CMOC) Functional Exercise, Operation Crazy Train was a region wide multiple-agency, multiple-site event designed to exercise and assess the capability of the region to respond in a coordinated effort to a cyber attack and a multi-site Mass Casualty Incident. Operation Crazy Train consisted of five regional Tabletop Exercises and one Functional Exercise. The Functional Exercise provided an opportunity to exercise and evaluate the implementation of doctrine and policies identified in existing plans.

Operation Tempest

The 2017 Regional Healthcare Preparedness Coalition (RHPC) Catastrophic Medical Operations Center (CMOC) Functional Exercise, Operation Tempest was a statewide multiple-agency, multiple-site event designed to exercise and assess the capability of the coalition region to respond in a coordinated effort to the landfall of a major hurricane. The Functional Exercise provided the opportunity to exercise and evaluate the implementation of doctrine and policies provided in existing plans.

Texas Two-Step

The 2016 Regional Healthcare Preparedness Coalition (RHPC) Catastrophic Medical Operations Center (CMOC) Functional Exercise, Operation Texas Two Step was a two day exercise; the scenario on Day 1 involved multi-site terrorist attacks utilizing small arms, homicide bombers, and vehicle-borne improvised explosive devices. The scenario on Day 2 involved healthcare agencies responding to the intentional release of Bacillus Anthracis (Anthrax).

Operation Purple Haze

The 2015 Regional Healthcare Preparedness Coalition (RHPC) Catastrophic Medical Operations Center (CMOC) Functional Exercise, Operation Purple Haze was a multiple-agency, multiple-site event designed to exercise and assess the capability of the regional medical response plan, through the CMOC, to respond in a coordinated effort to a no-notice incident. The incident focused on emergency operations coordination, medical surge, and communications.

Operation Whirlwind

The 2014 Regional Healthcare Preparedness Coalition (RHPC) Catastrophic Medical Operations Center (CMOC) Functional Exercise, Operation Whirlwind Functional Exercise was based on a hurricane scenario. Day One of the exercise began at H-72, primarily exercising communications, information sharing, and decision making. Day Two of the exercise began at H-48 and an emphasis was placed on mitigation planning, situational awareness, assistance to individuals with special needs, and evacuation planning. Day Three began at H-24, and focused on resource management/allocation, and operational readiness. Day Four began at H+12 and focused on health system recovery, reunification, and continuity planning.

Morning Star

The 2013 Regional Healthcare Preparedness Coalition (RHPC) Catastrophic Medical Operations Center (CMOC) Functional Exercise, Operation Morning Star was a functional mass casualty exercise held by the SouthEast Texas Regional Advisory Council (SETRAC) and the RHPC, in partnership with East Texas Gulf Coast Regional Trauma Advisory Council (RAC R). The exercise was developed to test CMOC Emergency Operations Coordination and Medical Surge capabilities.

Regional Allocation, Distribution, and Dispensing Strategic National Stockpile Full Scale Exercise

The 2013 Regional Allocation, Distribution, and Dispensing (RADD) Strategic National Stockpile (SNS) Full Scale Exercise (FSE) assessed the abilities of member jurisdictions within the Texas Department of State Health Services (DSHS) Health Service Region (HSR) 6/5 South and other participating jurisdictions to facilitate intelligence and information sharing; activate the receiving, staging, storing (RSS) site and distribute strategic national stockpile (SNS) resources; coordinate region-wide mass prophylaxis operations with Points of Dispensing Sites (PODs); and coordinate public information.
