This was a functional exercise, planned for three hours in a remote set-up of the Catastrophic Medical Operations Center (CMOC), located at City Ambulance in Spring, TX. This was the second part of the Operation Rematch exercise series, following a series of tabletop exercises across the region in part one. Exercise play was limited to functional management activities and specifically excluded the movement or deployment of operational assets.
This functional exercise took place across many locations and levels of play. The bulk of real-time functional activity was carried out in the CMOC. However, regional partners from healthcare facilities, emergency medical services agencies, public health entities, and offices of emergency management contributed to and played in the exercise at their various locations. Exercise play at these venues included functional activities, such as entering patients into patient tracking systems, requesting resources through web-based systems, and communicating status, actions, and conditions through regional web-based systems. There was some limited real-time, live interaction between players at some of these sites and players at the CMOC.
Part one of this exercise series consists of five tabletop exercises, each planned for two hours at each Regional Healthcare Preparedness Coalition (RHPC) corridor meetings. Exercise play is limited to discussion-based activities concerning how RHPC partners are preparing, or can prepare, for the 2026 World Cup in Houston.
The purpose of this drill was to evaluate the effectiveness of the Regional Healthcare Preparedness Coalition (RHPC) to communicate with partners during a region-wide communications disruption.
This exercise is a functional exercise, planned for 1300-1600 at Houston Transtar, CMOC. Exercise play is limited to CMOC staff on site and participating facilities at their respective locations.

This discussion-based exercise is scheduled for 4 hours at the Southeast Texas Regional Advisory Council (SETRAC) Conference Center, 1111 North Loop West, Houston, TX 77008. Exercise discussion is limited to socializing and testing the Regional Burn Surge Plan, which includes identifying recommended triage, transport, equipment, and coordination strategies for the mass surge of burn patients after a catastrophic, no-notice mass casualty incident in the SETRAC 25-county region.
The purpose of this exercise series was to provide participants with an opportunity to evaluate their plans and capabilities while preparing for an impending Tropical System in the midst of a pandemic.
